Dale A. Frail (NRAO) reports on behalf of a larger collaboration:

"We observed the field of the burst GRB 051114 (GCN 4272; GCN 4275)
with the Very Large Array at 8.5 GHz around November 15.58 UT. Within
the 2-arcmin radius of the BAT position (GCN 4275) we find no radio
emission above 4-sigma, for an rms noise of 50 microJy.

The National Radio Astronomy Observatory is a facility of the National
